How it is done
Delivering the summons and complaint to the individual personally. W. Va. R. Civ. P. 4(d)(1)(A) ↗
Leaving a copy at the individual's dwelling or usual place of abode with someone 18 or older who lives there. W. Va. R. Civ. P. 4(d)(1)(B) ↗
The clerk may send the summons and complaint by certified mail, return receipt requested, delivery restricted to the addressee. W. Va. R. Civ. P. 4(d)(1)(F) ↗
Who
A person who is at least 18 and not a party may serve a summons and complaint. At the plaintiff's request and on payment of fees, the sheriff may serve, and the clerk serves the Secretary of State where a statute makes it attorney-in-fact. W. Va. R. Civ. P. 4(c)(2) ↗
