JV-290 says the current caregiver, preadoptive parent, community care facility or foster family agency may submit written information to the court and may attend review and permanency hearings. It cites Welfare and Institutions Code section 366.21(c) and (d) and California Rules of Court, rule 5.534.

Common filing problems to check
These checks come from the official form and instructions. They are not a ranking of rejection reasons; the court decides whether a filing meets its requirements.
The form reaches the clerk later than five calendar days before the hearing (seven by mail).
Fewer than the original and eight copies are submitted.
Doctors’ or schools’ names are included, although items 4 and 5 say not to.
Both item 2 and item 3 are filled in; the form says to answer only one.
